Peer Volunteers Lesson Plans Training, YDF, Bhutan, (4–7 June, 2007)

Based on the training calendar developed at the Master Training held at Kolkata, India, a national Peer Volunteers Lesson Plans (PVLP) training, was held for partner NGO and other agencies dealing with drugs and HIV in Bhutan from 4–7 June 2007. It was supported by Youth Development Fund (YDF), Bhutan and UNODC Project H13 and organized at Hotel Dragon Roots, Thimpu, Bhutan.

UNODC mission to Bhutan on Project H60

Related to Precursor Control Project H60, BNCA hosted two members UNODC missions to Bhutan. The Regional Precursor Control Project Coordinator, Mr. Rajiv Walia and Ms. Arati Kukreja visited Bhutan from 31st of march to 4th April 2007. During their visit, they held discussion and conducted CBT workshop for the law enforcement officials to sensitize on the drug & crime situation in the region and the misuse of chemicals as precursor for production of some drugs. UNODC mission to Bhutan on Project H13 for Drugs and HIV

In the second mission, the UNODC Representative Mr. Gary Lewis visited Bhutan from May 22nd till 26th. He was accompanied by Ms. Harsheth, Coordinator for Project H13, related to drugs and HIV AIDS. During their visit they met the honourable NCB members and the focal person from the law enforcement agencies to discuss and exchange view on the drug and crime situation in the SAARC region and how Bhutan is being affected. UNODC mission to Bhutan on Project H60

INCB Mission to Bhutan

Prof. Seevil Atasoy, Vice President of the International Narcotic Control Board and Mr. Saul Takaasgi, Drug Control Officer, INCB visited Bhutan from February 26th till March 2nd, 2007. The main purpose of the INCB Mission was to follow up with members countries who ratified the international of 1961, 1971 and 1988 conventions on the drugs and psychotropic substances to see if member countries have implemented the provisions of the conventions. During the mission to Bhutan, the envoys called on and had an audience with the Minister of Health (Chairman of Bhutan Narcotic Control Board), Minister of Education, Minister of Foreign Affairs, Chief Justice of Bhutan, Chief of Police and Resident Representative(UNDP). Discussions were held with relevant officials and the envoy met and held discussions with Secretary of Education, Director of Public Health, Medical Director of JDWNR Hospital, Director of Revenue and Customs, Dr. Chencho, Psychiatrist of JDWNRH and MOFA officials. The envoys also gave a briefing on the reporting system as required by INCB to all the technical officials from various agencies. In particular the forms and the questionnaires were discussed. Briefing was also given on the International Drug Control Conventions to all the stake holders. BNCA also made a request for technical assistance in terms of human resources development.

Training on Narcotic Drugs and Psychotropic substances

A training for the drug enforcement agencies was conducted on identification of narcotic drugs and psychotropic substances in Galephu from April 30th till May 2nd. The workshop was attend by 44 participants from RBP, Revenue and Customs, Drug Regulatory Authority, School teachers and representatives of the Ministry of Health.

Rules and Regulations workshop, (May 17th–19th)

A three day workshop was conducted at Punakha to review the and fine tune the draft rules and regulations. The workshop organized by BNCA was attended by stakeholders from the Department of Revenue and Customs, Trade, Drug Regulatory Authority, Royal Bhutan Police and Office of the Attorney General.
